Engineer's Certification-AffidavitsEngineer Certification on Mobile Home and Manufactured Home Foundation SystemsOn VA & FHA-insured loans, the foundation on all manufactured must meet a certain criteria of structural stability and an engineering certification is required. For FHA loans an engineer must certify that the foundation systems meet the guidelines published in the PERMANENT FOUNDATION GUIDE FOR MANUFACTURED HOMES (PFGMH), dated September 1996. The certification generally identifies the home by HUD Label numbers and states the type of foundation system that supports the home as well as addresses ventilation, dead loads, snow loads, wind loads, seismic loads and the impact of any modifications, alterations and additions to the home such as attached porches, decks, garages, new roof or other additions. If the foundation does not meet the HUD guidelines in the PERMANENT FOUNDATION GUIDE FOR MANUFACTURED HOMES (PFGMG), Dated September 1996, there are a variety of proprietary or approved engineered foundation systems that can be retrofitted in combination with the existing structural components. Generally these can be made for within the scope of the loan, though the work must be completed prior to loan closing.
