What is "The Engineer's Certification"?

All FHA-insured loans which include Home Equity Conversion Loans (Reverse Mortgage) Loans and most VA loans require an Engineer's Certification of the home's foundation. The Engineer's Certification is a site specific report that verifies that the foundation complies with the HUD Permanent Foundation Guide for Manufactured Homes (PFGMH - HUD 7584, September 1996). If the foundation does not comply for any reason, we can also expedite the requisite repair to meet the engineer's repair specifications. Generally all costs associated with certifications or repairs can be paid through the loan process.

Homeowner/Borrower Help

For the Homeowner interested in selling or refinancing his/her home or the Borrower looking to purchase a manufactured home, the Engineer's Certification is frequently a condition of the loan. This is different than engineered drawings that may have been presented to the building department for installation approval or the manufacturer's installation instructions. This is also different than a recorded "Affidavit of Affixture" or a recorded "433A" . If the foundation does not meet the guidelines outlined in the HUD Permanent Foundation Guide for Manufactured Homes (PFGMH - HUD 7584, September 1996), we can provide you with a contractor that can perform the necessary work. Generally the repairs can be paid through the loan closing. We are a nationwide network of engineers and retrofitters.

Curative Title Help

For the lawyer or title officer with curative title problems in California with missing or difficult 433A resolution, we have a staff of experienced troubleshooters to navigate through the building department and recording process. OnTheLevel should be a part of every California title company and escrow outsourcing team for manufactured homes.

As new sales and lending transactions or foreclosures reveal past incorrect processing of registration or title endorsements, we can assist to correct those issues. In California most titling and registration involve the building departments, either to permit and install a permanent foundation system or to properly facilitate missing paperwork with building departments. Since California generally requires a working knowledge of both the local building jurisdictions Codes and Standards as well as the Department of Housing and Community Development Title and Registration Title 25 18551 guidelines, most title companies are not staffed to understand the contracting component that is inherent in every transaction.
