Engineer Certifications and AffidavitsEngineer Certification on Mobile Home and Manufactured Home Foundation SystemsOn VA & FHA-insured loans, the foundation on all manufactured homes must meet a certain standard of structural stability and a professional engineer must certify this standard with a letter of certification with his stamp of approval The standard by which he assesses the foundation is determined by the HUD publication: THE PERMANENT FOUNDATION GUIDE FOR MANUFACTURED HOMES (PFGMH), dated September 1996. The Engineer's Certification generally identifies the home by its HUD Label numbers and states the type of foundation system that supports the home as well as addresses ventilation, dead loads, snow loads, wind loads, seismic loads and the impact of any modifications, alterations and additions to the home such as attached porches, decks, garages, new roof or other additions. If the foundation does not meet the HUD guidelines specified in the PERMANENT FOUNDATION GUIDE FOR MANUFACTURED HOMES (PFGMG), Dated September 1996, repairs can be recommended. Fortunately, there are a variety of proprietary or approved engineered foundation systems that can be retrofitted in combination with the existing structural components. Generally these can be paid for within the scope of the loan, though the work must be completed prior to loan closing.
